17,000 billion VND for Ho Chi Minh City's Ring Road 4 via Dong Nai Province

The People's Committee of Dong Nai province has just sent an official letter to unify the scale and progress of the Ring Road 4 project in Ho Chi Minh City through Dong Nai province to the People's Committee of Ba Ria - Vung Tau province. Accordingly, the Ring Road 4 of Ho Chi Minh City, the section through Dong Nai province with a length of 35km, was built with a scale of 4 express lanes, a total investment of 17,000 billion VND, expected to be completed in 2028.

 

The Ring Road 4 project passes through 5 provinces and cities

Of the total investment, more than 7,800 billion VND is for site clearance, the rest is for construction costs. The project will be submitted by the People's Committee of Dong Nai province to the People's Council for approval at the end of 2023.

Regarding the implementation schedule, it is expected that the project preparation procedures will be completed by the end of this year. The appraisal and approval of the feasibility study report will be carried out in the third quarter of 2024. The work of compensation, resettlement and construction of some auxiliary works will be completed in the second quarter of 2025. The main items will be constructed in the next two years and put the project into operation in the first quarter of 2028.

Before that, according to the People's Committee of Binh Duong province, 48 km of Ring Road 4 of Ho Chi Minh City through Binh Duong province (section from Thu Bien bridge to Saigon river phase 1) was approved principally in the form of PPP with a budget of 18,000 billion dong. However, the project scope does not include Thu Bien bridge, so Dong Nai is asking Binh Duong to add this item to ensure synchronous connectivity.

Earnly July 2023, People's Committee of Ba Ria-Vung Tau province issued an official letter to propose the People's Committees of Dong Nai, Binh Duong, Long An provinces to consider and  agree on the scale and investment progress of the 1st phase of the Ring Road 4 project in Ho Chi Minh City to synchronously deploy the plan and the investment schedule for this route.

The Ring Road 4 project in Ho Chi Minh City is nearly 198 km long, passing through Ba Ria - Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City and Long An with an estimated total investment capital of 100,000 billion VND. The first point of the project intersects with Bien Hoa - Vung Tau highway in Phu My town, Ba Ria - Vung Tau province, the end point connects at Hiep Phuoc port, Ho Chi Minh City.

This is a key infrastructure project of the southern region, which, once completed and put into operation, will help solve traffic jams on inner-city roads and traffic flow moving from the western provinces to the center of Ho Chi Minh City.

​According to that, the localities on the list are making pre-feasibility reports for each section through the area. The project aims to start construction in 2024, complete the project by the end of 2027 and put it into operation by the end of 2028.

In phase 1, the investment project has a scale of 4 express lanes, parallel roads on both sides. At the same time, localities will clear the ground once according to the 8-lane plan.
